Civil actions against the state for $10,000 or less are determined administratively by the clerk pursuant to R.C. 2743.10. ("Administratively" means solely on the contents of the case file.) Any such claim must be filed on a complaint form prescribed by the Supreme Court and provided by the court.

Instructions for filing the form complaint are also provided by the court. Procedures for filing, processing and adjudication are described inR.C. 2743.10 and in Rule 6 of the Rules of the Court of Claims of Ohio. Upon motion of a party for court review, a judge will review the clerk's determination and enter judgement. It is specially noted that the court's judgment shall not be the subject of further appeal. R.C. 2743.10(D).
